Professor at the Graduate School of Planning, University of Puerto Rico, Río Piedras Campus.  My research areas are environmental policy, environment and development, and environmental  movements.    I have participated in diverse struggles led by environmental organizations and community groups since the late 1970s.  I served in the governing board of Misión Industrial de Puerto Rico, one of the first environmental NGOs on the Island, which provides scientific, technical, and organizing support to communities affected by environmental  problems.  During the time I taught at the New School for Social Research in New York (1995-1997), I served in the Consulting Committee of the Community-University Consortium for Regional Environmental Justice (CUCREJ), which brought together universities and community and environmental groups of New York, New Jersey and Puerto Rico.  I have conducted research on and publish about environmental policy and politics in Puerto Rico, focusing on the role of the State, society-state relations, and democracy and public participation in decision-making processes.
